Not sure why the consulate is telling you that. If Algeria has been moved out of Group 2, then the Bolivian government website has not been updated.

Could you possibly consult with another Bolivian consulate in your region to see if they respond any differently? You can use any consulate in your region. Maybe try the consulate in Israel:

VISA IN BORDER

hi bolivia bella near consulat of bolivia for me its egypte and you know what hapnd in egypte (situation its no normal no security) so i call embassy of bolivia in french i ask about visa in airport they say no i can not take visa in airport
i not uènderstand bolivia bella embassy or consulat not know that 2 group can take visa in border?

Algeria is a Group 2 country. According to the Bolivian Foreign Affairs website you would be issued your tourist visa upon arrival at the border or airport. Here is the page which states that Group 2 countries (yours is ARGELIA in Spanish) do need a tourist visa but do NOT need to consult a consulate overseas before arrival.

The title of this page says:

RELACIÓN DE PAÍSES QUE REQUIEREN VISA DE TURISMO PARA INGRESAR A BOLIVIA (SIN CONSULTA PREVIA AL SERVICIO NACIONAL DE MIGRACIÓN, A TRAVÉS DE LA OFICINA CONSULAR O MISIÓN DIPLOMÁTICA BOLIVIANA) Grupo II

Translation:

"List of countries that require a tourism visa to enter Bolivia (without prior consultation to the National Immigration Service by way of a Bolivian consular office or diplomatic mission). Group II"

Another option would be to contact a Bolivian consulate near your country if there isn't one in Algeria. We have been told by immigration officials before that citizens of countries that do not have a Bolivian consulate can use a consulate in any nearby country.
