Just completed process for 3 yr visa. My advocate got it through just before daily fines were applied they are 77 bolivianos per person per day workthat out for one month for 2 people and your into some serious cash. Also take note that if you intend to stay more than 90 days you will need marriage and birth certificates verified by both embassies in your home country and then taken to your consular in la paz for official translation. Other parts of the process are interpol checks. Proof of place of residence and police medical you should start the paperwork in Bolivia at least 60days in advance of expiration. As it is very slow.
