Bolivian divorce question

A Bolivian man, marries a Bolivian woman in Bolivia. They’ve lived separately since 2000. In 2015 she said she did not want to continue their relationship, but never got divorced. They have no shared assets. They have 2 kids over 25 y/o. He recently asked her for a divorce. She says she won’t cause a problem, but will not sign the papers. What is the worst case scenario? The Borge live in Spain. She has her citizenship. The kids live in UK.

Change of status for ID card

I am Bolivian man and got married in Bolivia to an English woman. We lived in the UK for many years but split up and divorced in the UK.
I need an identity card when I visit Bolivia but my records in Bolivia show I am still married.
How can I get my status changed to divorced?

IF YOU GOT MARRIED IN BOLIVIA, WITH A BOLIVIAN CITIZEN, THEN U GOT TO GO TO "DERECHOS REALES" AND GET YOUR DIVORCE DECREE FREE OF CHARGE, I ASSUME THAT YOUR LAWYER FINALIZED YOUR DIVORCE SO HE MIGHT HAVE COPIES OF YOUR DIVORCE TOO.
IF U WANNA GET DIVORCE GO TO THE AMERICAN EMBASSY WEBSITE WERE THEY HAVE A LIST OF BOLIVIAN LAWYERS, DOCTORS, ETC. THAT CAN HELP U WITH THIS PROCEEDINGS.
