You pay 360BS or 55$US and you great the visa stamped on arrival for Indian Citizens. They stamp the visa for 30days. Please ensure you have a valid passport for 6months. There can be a small challenge while departing from India as most airline ground staff are not aware of this visa on arrival situation and can delay your immigration check esp. Delta in Mumbai nearly made me miss the flight owing to lack of knowledge. So ensure you reach well before time to que up. Bolivia is a beautiful and people friendly country I am loving it here.

Visa on Arrival for Indian nationals by: Bosco Pereira
I traveled from Peru to Bolivia today (Puno to La Paz) with my Indian passport. The visa process was entirely painless.
After completing the immigration processes at departure, you walk about 100 feet to the Bolivian side, where you join the regular queue for arrivals immigrations. Once inside there are 2 counters, one on your left and one one your right, the one on the left stamps the entry to all nationalities who do not require a visa to enter Bolivia. You go to the counter to the right, pay them 360 Bolivars (approx USD 55) and get your passport stickered, then fill in your name and passport number on the sticker and present your passport to the counter on the left (no need to queue again, as the visa officer at the counter on the right hands over your passport to the visa officer at the counter on the left).
You are stamped a 30 day tourist entry. No sweat at all, no need for any letters, photographs, interviews or any such thing.
The irony is that the counter at the right mostly handles US passport holders who have pay USD 135 for the same sticker.

According to the Bolivian Department of Foreign Affairs website, citizens of India DO need a tourist visa to enter Bolivia, but DO NOT need to get it in advance. They are given the visa upon arrival.
