Manny,
I've been living in Bolivia for 32 years, working all the time, and I'm looking forward to retiring in a couple of years and collecting Social Security here.

Checking the local newspaper, perhaps online, the classified ads would give information on rental furnished rooms. There are many American families here also, missionary and other. Perhaps someone reading Bolivia Bella here will offer a room in their house.
I wish you luck in coming. Know that there's an international family here ready to welcome you to Santa Cruz de la Sierra.
