Please tell me more about SIM cards in Bolivia

Sorry if this is a repost. I couldn't find anything related to it. I'll be in Bolivia for the next three months and want to get a new sim card for my unlocked phone. Is one carrier better than another? I'll be using the phone to make calls to the US and locally in Bolivia.

Also, can I buy something similar to my Verizon HotSpot to use as my wifi when it's otherwise not available?
