Student moving to Cochabamba?

Hi there - I am a college student from New York/Boston and will be moving to Cochabamba in February for five months. I'm unsure of what type of clothes to bring, or if I'd be better off just buying things there -- What do 20 year olds wear in Cocha!? I don't want to offend anyone!

Also, I won't be able to get (affordable) phone service while I'm in Bolivia - any suggestions for track phones or something similar, more for safety than anything else.
