And I know this post is old, but anyway...

What if a new passport was obtained, which would not have any visas, pick it up from your country's consulate, use UPS to mail it to the USA to a friend who would then send it to a Bolivian consulate there to obtain the Special Purpose visas, and then mail it back to you directly (not the consulate) in Bolivia? Then go through the process of getting residency instead. It wouldn't have an entry stamp or the green slip, but you could just say that it is because it is a replacement passport, which is true, and then tell them you have been there for a few weeks.

Would that work?

I'm not sure how she got away with a Bs. 500 maximum but I know plenty of people who have paid much more than that - Bs. 20 per day, no matter how long they overstayed. It's hard to know what mood the officials will be in and the fee does seems to be rather arbitrary in some cases, but I wouldn't count on it. If you do pay only Bs. 500 per person you should probably come back and post it here. It might be helpful to the next person who reads this.

Thanks for both these comments. Does anyone else know about the 500 b max per person? I have not seen that documented anywhere and heard at least once that it was either a rumor or was no longer true.

How long ago was it that your daughter was charged that?

And yes, would have been better to go a different route but our plans evolved over time here :)

Actually the maximum fine per person is 500bs. My daughter overstayed her tourist visa at the beginning of the year by 3 months and she had to pay the maximum fine of 500bs

It's very unlikely you'll talk your way out of all or even part of the fine. They're being very strict about it precisely because of situations such as yours. And to be honest, with what you're going to pay that is a goldmine to them.

You might try saying something like "we thought the fine was only charged on adults" but I'm just throwing out suggestions. Don't really have any experience with anyone getting out of the fine. Maybe someone else has.

Just out of curiosity, your fine is going to be about Bs. 12,000 and getting the initial tourist visa for a family of 5 x $135 was another $675.

If you had come in on the specific object visa at $85 a piece (total $425), and applied for residency at about Bs. 1500 a piece you it would have only cost you Bs. 7500.

The difference between the two is $150 on the entry visas and Bs. 4500 (about $645) on the exit fine - for a total of $795.

So if you had gotten residency, about $795 is the amount you'd actually be avoiding paying right now... don't know if that helps you feel any better about it...
