A minor can leave the country with one parent, both parents or a legal guardian or an authorizated person. It needs an authorization of one or both parents, depends on the case

To leave Bolivia, any child under 18 years of age who lives in Bolivia and wants to go overseas needs to be accompanied by at least one parent or a guardian certified by the parents. Even if accompanied by one parent, the other parent has to give written consent.
